There are lots of programs that will remove it. You should go into Safe Mode and afterwards run the scan. Safe Mode stops non-essential programs from running and interfering with the removal.
Here is an online site that really does remove this infection. You can't dance into Safe Mode for online scans.

Yes, it's probably coming posterior from backup files hiding in System Restore. Go to Start - Programs - Accessories - System Tools - System Restore and turn it rotten before rebooting into Safe Mode (repeatedly slap F8 while it's booting). Then run your a/v in here. Reboot normally and turn Restore posterior on.
