It be a blatant pen and the ref just didn't hold the balls to provide it. It's always like though - I bet it would have be awarded had it happen at the other end.

referee can only award free kick, penalties etc if they are 100% reliable an offence have occured. though what looks a certain misdemeanour by many onlooker, may not be given if the ref is unsighted. the ref also needs his assistants to abet him. if you look around other grounds/teams you will hear the same arguments. this is british mentality, if your a title holder then everyone requests to see you get cadence
